To answer one in particular, we didn't reiterate rules for building races as they were presented in the Advanced Race Guide, but we did use those rules to balance races prior to constructing classes and the rest of the point-based system.

Sonic damage is included as an option for resistance if somebody wants to spend points to buy it, or they can be a raibyo and have immunity plus resistance to electricity for only 4 points as part of that packet. It's not wrong, it's just a different way to achieve the same goal.

To break it down further: Immunity to sonic effects like bardic music are technically a minor immunity. The consistency is found between options. If you build another race that has storm resistance or a class that gains it as part of its leveling process , it's going to cost 4 points.
